uploads nil but bandwidth full

I have some boring files, which no one is uploading. BUT on my bandwidth monitor it is at full stretch to the maximum uploading, even though I am not downloading at present. I am in a few queues, and the search for new connections is active. Downloads work ok.

Uploading limit 17000 at full stretch no uploads
downloading limit 60000, only using 5000, no downloads

Primary 9. secondary 12, searches per minute 12000

What am I uploading that I cannot detect?
on the outgoing graph it is WPN primary

Limiting the outgoing to 7000 reigns it in to 7000
Upping the limit to 70000, it seems to run at 25000.

But since the incoming is only 5k, what us going out?

Thanks for any help with this, as I worry about being botnetted, despite router and firewalls.
