Under LAW the president does not enact legislation. We've been in undeclared war for years.
The president vetoes legislation. He can veto every bill that is passed (especially with the House and Senate in their current status) until the legislature becomes desperate enough to give in to his demands & pass the legislation he wants in a compromise bill to prevent crises such as SCHIPP shutdown or whatever.
