slow download, please help!!!!!!!!!!!!!!!

I really need some help. I have been downloading for years and I cant get fast downloads tried port forwarding, I think. I have XP and a high speed cable modem with a D link router. I have opened the ports in the router and in the XP firewall still no improvement. I have tried a number of different clients and nothing seems to work. It is sooooo slow!!!!!!!!!!
I get like 0kps to max 2kps. Please help me......

Yr isp Charter does throttle on WinMX. Come down to Vladd44 Help Channel_5F6505501A22 where we can help u to test yr transfers and sort yr ports out. Best option I can think of now is 3RD option (read it here in Magic Formula) : http://www.vladd44.com/phpbb2/viewtopic.php?t=6216

There is a section that details isps that block and the way to try to bypass the port throttling is see if yr transfers improve under TCP=unable, UDP=unable and reconnect as a 2ndary.
