Proxies????

OK, here is my dilemma. I am currently deployed to Iraq. I have my personal laptop with me, and have permission to use it on the government network. As you may or may not know, government networks block a lot of stuff. I have to use a proxy just to get to torrentscan.com. So, my question is, does anyone know of a way I might get around the network blockage? Keep in mind, I am not a system administrator, so I can't just get into the network and do things. Thanks.

PS I am using Utorrent, if it makes a difference.

Here's my dilemma,

A person is asking for help bypassing blocks on government computers...If I help, does that make me an accessory?

But on the general subject, are we talking browsing? or downloading via torrents?
