Please help with converting a video file maintaining rez

Hi. I would like to convert some of my videos that play at a lower resolution to a higher resolution ie 320 x 240 to 640 x 480 without any loss in resolution. Could you please recommend a video converting program that is capable of doing this?

Sorry, the solution is to download better quality material. Perhaps DVD image files or even blu ray images.

I see both all the time on usenet.
