Not necessarily - if you have, for instance, divx 5.02 installed and the movie has been encoded with 5.05, it might play it for a sec or two and then freeze, also a direct show filter or even an xvid decoder may try to play it but not do a good job of it.
If the right codec is installed then I would guess taking the route of divfix or VDub to check for bad frames. Antifreeze might help, but I would doubt it would fix something freezing that badly.
