Number of seeds/peers relating to download speed

Please can someone tell me if this is normal? I am currently using azureus to download a 2.5 GB file with 12 connected seeds (6 in swarm) and 52 connected peers (26 in swarm). For this torrent I have been getting a typical download speed of around 25 - 30 kb/s and an upload speed of 10 - 15 kb/s. Having read a lot about changing upload/download limits to get higher download speeds and not getting very far, I was wondering if this is as far as I can get with this number of connected seeds/peers. If so, then how many computers need to be connected to achieve the really big speeds?
On a slightly different subject, I would like to say that i actively try and upload to at least 100% after downloading. However, whatever the torrent i can never seem to upload at a speed over 15 kb/s. Can anyone suggest a reason for this?

how much upload bandwidth does your connection have?

I have a 1Mb connection and as far as i know there is no cap on the bandwidth. Perhaps there's a way to test my upload bandwidth?

do a speed test somewhere, as the 1Mbit is the download bandwidth, it is likely that you only have 128k upload if you are only getting 15k/s at the most.

Thanks for the help. I think you've hit the nail on the head. But one final question. If my upload speed is limited in this way, will this effect my download speed, even if I have set my max upload speed higher much than my connection will allow?
