is it possible to convert an .avi file into a .mpeg file using nero? because when i use virtualdub and tmpgenc to convert the finished .mpeg has sound but no picture.

Yes it is possible, although I would recommend using TMPGEnc more, as Nero was not designed to encode, it is burning software, and I believe it's always better to use a program that is designed to do the task it is doing. Besides that, what you are experiencing is most likely not a vdub or a tmpgenc problem, it is more than likely a codec or playback problem, rather than a problem with incorrect settings in the software.
