You have me pretty stumped on that one, because theoretically you should see on the tv what you see on the monitor. Not having had the situation it's hard to guess, but I'll take a shot at it. Perhaps when you reinstalled your OS you didn't reinstall all the codecs that you had before, and to play the mpegs maybe WMP is using some sort of direct show filter which youre graphics card doesn't recognize (?)
Anyway, a couple things that can't hurt for you to try. Install an mpeg codec, you can get it here:
http://www.rita.lt/video_tools/mpeg2codec_installer.zip Try another player besides WMP, Power DVD and WinDVD are good for mpegs, some other players have problems with showing mpegs.
And of course, you can always try playing with your card settings, but since you're seeing other formats on the tv I don't know where you would try playing with the video card, as I've never seen any settings on video cards for certain formats. You can also try updating your vid card driver.
If you install the codec and try different players and change your driver and that doesn't work, I'd try searching for a forum on the website of the model of your video card and asking there.
