Just sitting on the waiting for incoming

Hey guys,
Thanks in advance for any info.
I tried logging on tonight for the first time in a week, all searches produced limited if anything at all results. both my downloading and uploading to other people sit on the waiting for incoming then time out. was wondering if this has become a universal problem or just on my end.

P.S. i did a total reinstall to see if that would help. but no.
