Can ID3v2 tags only be put on a mp3 when its being encoded using the
encoding software? I noticed you can enter id information through
winamp when i go to play the newly encoded file, is this the same?

no you can add ID3v2 tags at any time - tons of software out there that can do this including the option in winamp
