How to turn an INCOMPLETE video file into a Complete file?

I have a file that only needs 1.6 MB to complete but I just can't get it.

Been trying for months.

Is there a free program that will turn this file into a complete video file so when I play it,

it will not buffer everytime I advance

and

it will create an AVI Index?

With DiVFix here u can see incomplete movie downloads : http://www.divx-digest.com/software/divfix.html

From the Readme of DivFix :
This program was created to be able to watch partially downloaded DivX (AVI) movies. It can rebuild or strip the index part of the movie, which is at the end of the file. There are also a basic error detection, which can detect serious errors in the audio/video stream.
