converting VBR to MP3

i have a MP3 file which is VBR. is it possible to convert this to MP3 with fixed bit rates? Thanks.

Yes.. any of the audio encoding/converting apps will do it - best free one is dbPowerAmp

But why would you want to? VBR is superior to CBR, and re-encoding an MP3 will reduce the quality.
The only situation for which I can justify re-encoding MP3 is for use on an portable MP3 player which either doesn't support VBR or you want to cut down the filesize.
