If I upgrade to broadband does this improve the quality of my downloaded mp3's? or is the quality entirely to do with how the mp3 was encoded?

The quality is entirely to do with how the MP3 was encoded.

However, if you have gotten a lot of "bleep" and "blurp" sounds in your downloaded MP3's, this is likely because of lost/incorrect bits from a bad transmission of data, and so having a good broadband connection will cause this to happen much less if not never on your future downloads.
