After 1% completed I can no longer access the internet

Newbie question here.

I am getting shut down after about 1% completion of a torrent. I loose all access to the Internet and have to change my Linksys MAC address to grab another IP from my provider to recover.

I am using Peer Guardian, Zone Alarm, and have port forwarded the Linksys. I am running WinME.

It appears as though I am being somehow blocked. Is there a way to determine exactly what is going on so that I can block the troublemaker?

Only recommendation I have is that you can check here to see if there's any info on your isp concerning throttling, bw shaping, etc that others have noted - http://www.dslreports.com/forums/all - there also appears to be some hardware info available that may help.
