Is 44100kHz the only frequency you should use when encoding mp3's? Is this the only frequency you should use when burning tracks to cd?

The simple answer is no.
The fequency you list 44khz is just a measure of how many samples are made of the music track in a second, usually the more samples the better the quality. Most commercial cd,s are about the same sample rate but its not always neccesary to use this rate . The draw back to Better quality is increased file size. you may have noticed this on winmx searches.

You can use a sample rate higher than 44100Hz but it's pointless when burning to cd because cds drop/raise sample rates to 44100Hz.

The simple answer is, if you're working with audio-CD's, YES. Resampling to something other than 44.1kHz won't improve the quality; in fact it will hurt it.

ALL Audio-CD's are 44.1kHz, without exception. It's a rigid standard. You may be thinking of how different studios lowpass their recordings differently.
